待ち合わせ場所のいけふくろうから階段を上がって池袋東口に出たところにあるJRの観光案内所でした。外国人観光客の方が良く利用しています。

池袋駅にはJRビュープラザが西口と東口にありますが、トラベルサービスセンターは
東口店に併設されています。JRパスを直接購入することが出来るようになりました。
海外でエージェントで前払いしてバウチャーを持参しJRパスに交換する値段より高くなりますが、便利になっています。

We walked in on the last day of our travel, wanting to exchange back our Suica card for cash. We just need to pay a small fee to get it processed and within a short 10 minutes we got back all of our remaining balance of cash, which was great. The staff there are very polite and inviting and its a very good experience that we had.

JRびゅうプラザの中にあります。外国人向けのサービスです。フランスからきた家族が迷っていて、スタッフから丁寧な説明を受けて満足していました。

Stayed in this neighborhood for almost a week. Every day and at nearly every hour 6AM-8PM, it is jammed pack with people. We logically thought being at a train station that includes 4-5 different train systems include the green right Yamato line would be great!
The reality is that it is like trying to go to Penn Station (in NYC) for ALL your metro rides. It is a SEA of HUMANS all flooding in every direction ALL. DAY. LONG. When you need to transfer, heaven help you. There are soooo many platforms and people all in a rush - especially getting to work (forget about going 7AM-10AM) if you are claustrophobic. The Japanese are super polite and respectful people - EXCEPT when you get in their way going to work!! They constantly bumped into me and my elderly mother without any apologies. Getting on and off the escalators is like an LA on-ramp.
The good part is the mall that is attached right next to here. Very classy and upscale with lots of food options.
Maybe the locals find it normal but the worst part is for any English speaking tourists visiting, there are so few English speaking station staff that can help you even at such a popular location!
We purchased JR passes and the little window had 2 staff members, neither understood my question about recharging a PASMO card as the gate kept rejecting it, yet when I put it into the machines to recharge it would spit it back out. It turns out you need to go to a special one that has a proximity sensor to refill it. If you put the card into the machine instead of touch the sensor then the whole machine will jam up (did that the very first time) - why it accepts a thick plastic card instead of just the paper ticket?!?
The staff just kept pointing in the general direction where there were literally dozens different machines. In the meantime, my family got split up because one of us was allowed to pass the gate yet the other had to go back to recharge it. So you stand there while hundreds of people try to swarm pass you trying to keep a visual on your family from afar. The staff was NO HELP, standing there inside their little window with no English support and too busy with other passengers.
This station is a real cluster-f and much worse than most stations in Japan we stopped at. There are a lot of platforms with contradicting information if someone misunderstands the 3-4 different ways you want to get somewhere and sends you to the wrong platform, you're screwed. The difference between lines that go local vs express, vs different color trains sharing the same platform abound.
My advice for tourists:
Avoid staying in or near this train station if you avoid it. It is not worth the aggravation and many times we walked a few more minutes just to avoid transferring back here.

びゅうプラザJR東日本トラベルサービスセンターはJR系の旅行会社です。びゅうプラザと併設されています。外国人専用のJRパスを海外の旅行会社で、JRパスに交換してもらえるvocherを発行してもらったものを、入国の際成田あるいは指定されたJRの駅の旅行センター窓口でJRフリーパスに交換してもらう駅として池袋駅も指定されています。池袋駅ではこの場所です。海外のゲストを案内いたしました。

The JR EAST Travel Service Centre in Ikebukuro station is a very efficient operation . I speak Japanese however the staff there are conversant in English too. They can easily without any fuss whatsoever exchange your Japan Rail Pass exchange order , supply you with maps, brochures and information. They are open conveniently from 9:00 - 18:00 daily. Beware the midori madoguchi office in Ikebukuro station cannot exchange the pass for you, only the Travel Centre can . I know as I stood in line 20 minutes to find out later ! The JR EAST Travel Service Centre in Ikebukuro station has moved to the east exit of the station. Go to them , they staff can help with sightseeing too . You won't be sorry ! They are good .

池袋以外にもありますが、外国からの観光客向けのサービスセンターです。日本人でも利用は可能となっておりますが、普段使いには用事のない場所です。
