consider spending half a day in Wulai, I think it's enough. Wulai is a nice place but it's one of these "expectation VS reality" place.
If you have time go there its nice shill and easy. If you short on time and you have to make choices then Wulai is one of the thing you can skip without regretting it.
To get there from Taipei, go to Xindian MRT station (last stop on the green line) and take a bus from there.
Once onsite, there is a nice suspended bridge. Then walk a bit and explore the old street (mostly souvenir shops and food shacks). After this you can take the little train (it looks like one the kids train in an amusement park) and go to the other side to see the waterfall.
If you are there I would recommend to take the cable car and go to the top. You will be able to walk a bit and they have different activities such as archery etc. We tried the local beers, they are very nice.
As i said, it's a nice place but not a must do. For example if you have to chose between Wulai and Yangmingshan, then definitely skip Wulai.

We utilized public transportation, specifically bus number 849, for approximately one hour to reach the Wulai Waterfall. The scenic view at the waterfall was truly remarkable.

I took a train and a bus from Taipei and arrived in Tokiwa, deep in the mountains, in about 1 hour and 30 minutes.
I had planned to go to the suspension bridge, the museum, Tokiwa Old Street, the hot spring town, and take the trolley train to the waterfall, but it was suspended until 3/31 due to repair work for fallen rocks.
Taxis were also restricted by time, so I couldn't get on the road from the hot spring town to the waterfall, and my feet hurt on the gentle uphill slope, so I made a U-turn halfway through considering the return trip.
It seems that you can also go to the hot spring for a day trip, but I passed on it due to time constraints, and ate Ma Gao spiced sausage and fluffy rice cakes in the old street before heading home. It was refreshing for the first time in a while and I would like to visit again.

Wulain is a mountain resort. It is 35 km (22 miles) from Taipei. It's easy to get to by car, MRT and bus. Wulai is up in the mountains. It has a number of attractions, including delicious indigenous food, which is derived from native forest products. The thermal springs are popular, as is the waterfall and other features. New Taipei City has improved Wulai markedly in recent years, it's an interesting day out.

Wulai is a resort area in the mountains about an hour's drive from Taipei City. It is famous for its waterfall and Aborginal tribal village. Wulai is ideal for bathing, camping and boating. It is also famous for its spas and hot springs. The small restaurants are interesting, they serve mountain produce such as wild boar. Wulai is popular with young people and international visitors, it's quite easy to get to.

捷運新店站由1號出口出站後,至右邊大馬路階梯旁,搭乘849新店客運至烏來總站下車就到了。車程至烏來約半小時左右。烏來吊橋、烏來瀑布都可以一併走走看看。

第一次看,烏來瀑布,
水量不多,還算漂亮,
附近商店,沒有很多,
車位難停,要靠運氣,
有小火車,可往老街
一星兩分,我給七分,
評分:7/10分。

烏來真是個好山好水、空氣又好的地方,還有可愛小火車搭,商家們也都很親切,烏來派出所前還可以免費泡腳,有家便利商店室內還安裝天然溫泉水可以洗手,好多平常沒見到的菜和水果,實在是太有趣了!走來走去到處都是驚喜!好喜歡這裡!

年底前國家森林遊樂區一次免費入園優惠即將屆限,此行本欲至烏來內洞國家森林遊樂區,開車至距離目的地前約5K處,道路左邊忽現對山水量豐沛瀑布山壁直瀉,瀑布壯觀醒目、很難被忽略,心想先停車暫駐,一睹勝景後再續行程,不料瀑布與週邊景點一氣呵成,待走完已傍晚時分,內洞只好下次再去!
雖知是雲仙瀑布,但可能很久以前經過時水量沒有如此豐沛,以至於不曾有深刻印象,開車循路往瀑布方向左轉,約50公尺卻見廣場有假日車輛10:00~20:00不准進入的管制告示,迴轉於山壁路邊停車後開始步行,由Google Map查詢得「勇士廣場」至「烏來吊橋」約 3K,是距離恰到好處的徒步行程!
3 K範圍內,依序有勇士廣場、雲仙瀑布、情人步道、溫泉街、覽勝大橋、烏來老街、烏來吊橋......等景點,人文風土、山川溪谷,景物十分豐富,若覺得距離太長,其中情人步道至覽勝大橋有思古悠情的台車可坐,提供了另一種選擇,十分便利!
3 K往返,發現區域另一特色是信仰多元,溫泉街有烏來教堂,吊橋旁有土地公廟,老街附近有日本神社原址改建的釋迦佛寺, 正如台灣的縮影,多元信仰和睦共處! 可謂是~
至內洞路途 很難被忽略 迴轉停好車 有勇士廣場 有溫泉街道 溪邊土地廟
經過雲仙瀑 待停車暫駐 此後皆徒步 有雲仙瀑布 有山川溪谷 泉街教堂殊

壯觀而醒目 假日不允入 景物很豐富 有台車代步 有老街風土 宗教共和睦
走回勇士廣場,循上行階梯,發現是一可縱貫S形環山路的步徑,循徑先通至旁有老樹的纜車站,再往上走,兩旁草木漸多,第一個出口穿越環山路後續行,逐漸變成林間步道,再一個出口再次穿越環山路後,即達一設有洗手間、可眺望瀑布的停車場!
步道幽靜,遊人較少,途中有休憩小貓,拍照時不慎打擾清夢,再回到勇士廣場時,夜色將近,有長笛演奏,山水樂音,美景共構,恬適怡人,很讚!

I caught the 849 bus to Wulai, which took around 2 hours. The scenery on the route is very special, as you leave the city behind and enter a mountainous landscape. Wulai itself is a very beautiful area, loaded with history and culture. I loved just walking around the village and learning about the indigenous community. The atmosphere was very relaxed, and of course the waterfall is breathtaking. If you want a break from the city, then you should definitely invest the time to go and see Wulai.

新店からバスで、確か片道14元だったと思います。烏来で昼ごはん2人で5~600元あれば十分です。温泉に入るなら1人300元、滝までのトロッコ、片道1人50元。博物館とかは入場無料ですので、1人700元みておけば大丈夫です。

I read from news that Wulai was greatly damaged by typhoon this early august. I am going to taiwan next week and would like to include wulai in my itinerary. Just want to ask if the place has already recovered from the typhoon. Thanks.

We visited Wulai in May, 2015 and so do not know about how the situation is there now. The following article published on 11 August might give you an idea of the damages and the recovery work entailed and future hazards. Travel safe!
TAIPEI, Taiwan -- Typhoon Soudelor roared over Taiwan and devastated Wulai (烏來) with severe landslides, cutting the region off from the rest of Taiwan.
The Wulai region became isolated for a period of time due to extensive landslides and collapses on the Xinwu Road (新烏路), the only transport link connecting Wulai to the outside world. In addition, communication services were also cut off as Chunghwa Telecom's nearby base stations were damaged.
New Taipei City's Emergency Operation Center confirmed yesterday that two men who lived in the Wulai region died as a result of the monster typhoon. They were taken to the hospital by helicopter but didn't survive after emergency treatment. Another 3,100 people who were trapped were reported safe and 100 others who were missing were also found, the center said yesterday.
According to local news reports, the 100 villagers are now being sheltered at Xiaoyi (孝義) Police Station but have been hit by a food shortage. The same problem is affecting the 3,100 who were trapped. Food, salt, candles and bleach will be air-dropped for them.
Premier Mao Chi-kuo, (毛治國) who toured the front lines to better comprehend the situation yesterday, said that it is more important to restore communications as soon as possible so rescue personnel are able to contact each other.
It is suspected that the mountains around Nanshi River (南勢溪) were over-developed, damaging soil and affecting water conservation in Wulai's slope lands. That in turn led to further landslides following heavy rainfall, said reports.
New Taipei City Mayor Eric Chu (朱立倫) also stated that once the rescue operation is complete, he will begin a detailed investigation into the conservation of land and soil.
The landslides not only shut down communications and trapped villagers, but also affected hot spring businesses in the region. Reports said that outdoor hot spring areas have been completely covered by mud.
Currently, only four-wheel-drive military vehicles can access Xinwu Road at the 10.1 kilometer mark. People who live in Wulai are also able to reach their homes on foot, which takes around an hour, said the reports.
The Ministry of Defense said it has sent a total of 376 people, two shovel loaders and one excavator, among other equipment, to assist in the rescue of locals in Wulai and the recovery after the disaster. Two helicopters and 36 people from the R.O.C. Army Special Forces are also assisting in the operation and sending the wounded to hospitals. The Ministry of Defense also called on the public to watch out for landslides, collapses and falling rocks.
