Sorry I am not sure where the scooters are located. However, there's loads of people available they provide wheelchair services but they are quite expensive. Or you can ask your hotel for the wheelchair which they let you borrow during your stay and if there is two of you then you can push the wheelchair yourself. Hotels nearby clock tower are ok. Some construction work may be around. I dont remember any major construction work close to clock tower as i recently visited in August 2019.
