Our hotel (St Giles Wembley Penang) had a 15% discount for tickets at The Top, which, if you compare with the prices offered by online tour sites, is a bargain.
We bought the basic package, which consists entry to the Rainbow Skywalk, the Observatory Deck and the Skybridge. The published price is RM78 per person, but with the discount, we only paid RM66.30. As for the other attractions, I suggest you do your prior research before committing. Reviews of the Jurassic Dinosaur Park and the Aquarium tended to lean towards target audience of very young children, and ours were way past that age.
After getting your tickets, the first stop will be a room on the 65th floor where you will be treated to a short video highlighting the history of the Komtar building. Once that is over, the screen will pull back to reveal a glorious view of all of Georgetown. Then, the side door will open, and you will find yourself in the Observatory Deck. Two of the highlights of this floor are the glass floor where you can have a vertigo-inducing view of Jalan Magazine below you, and, the heart-pounding Skybridge, where you will wear a harness and lead by an instructor to walk on a designated walkway outside of the building. Yes, outside the building, I kid you not.
When you have settled your nerves after completing that thrill walk, proceed to take the lift up to the very top of Komtar on the 68th floor. The third and final item of your ticket will be the short but no less invigorating Rainbow Skywalk, a curved walkway made entirely of glass. When you are done with that, you can finally settle down and soak in the almost 360 degrees panoramic view of all of Georgetown. If there is one corner which I suggest to pay attention, it will be view of the clan jetties. Seeing all those heritage houses below you, and the platforms of the Tan and Lee jetties will be a rewarding visual experience.

The TOP has several floors, the 65th floor viewing desk and the 68th floor Rainbow Walk are visited, the view is beautiful, and the food is delicious at the restaurant on the 68th floor. The dinosaur house is large, there are many simulated dinosaurs, which take a lot of thought, and is suitable for a family size. There are plenty of playgrounds on other floors, but some are older. Aquarium is generally clean, but fewer fish species are suitable for children.

We accidentally ran into tower. The top has everything in terms if activities for families, amusement park, aquarium, wax museum and elevator to the top. We had lunch at the top restaurant, the food was very good. Great views of Penang

Overrated. The view is beautiful but definitely not worth the price paid. The Attraction jurassik park is uninteresting, while cute aquarium.

At the Komtar building, I went in the evening when the sun is sinking, something is not allowed. Buy a 78 MYR viewing ticket. The staff may need a little improvement. The faces are not very accommodating enough to go upstairs in the rainy rain. I recommend a good weather forecast on the atmosphere. It's perfect to be with fans. There are glass viewing spots for people who are afraid of heights.

The TOP Penang as the name suggests is just basically that very high building you can see all around the city. If you go to the TOP, there is an indoor theme park which is good for children. I went to the Rainbow Skywalk and Observatory Deck which was pretty cool with good views. Sunset is a good time. The building itself looks old and worn but worth going to the top. This is the tallest building in Penang.

As other reviewers have said, the view from the top is good - the rainbow skywalk is fun and the observation deck has a mist machine to cool you down on a hot day. We were lucky to have visited there first before the rains came as they often do at this time in Malaysia because when it rains they close down all outdoor activities. So that’s the positive.
Everything else about the tower is negative. The third floor has some cheap and nasty clothing stores, all the other bundled activities are underwhelming, especially the ufo ride which was embarrassingly poor. The hall of mirrors was a 2 minute wander and the zombie outbreak was absolutely awful.
The food at one of the fast food restaurants selling mostly chicken was poor in so far as the chicken burgers were made from chicken steaks rather than fillets, and the noise and lights on the sixth floor where the food area is, was off putting to say the least. With lights changing from red to blue and the constant noise of dinosaurs roaring, I quickly developed a headache.
The tech area was interesting but with staff on their mobiles with heads down, there was nobody to assist some of the attractions.
The aquarium was nice but overall for the most expensive activity I’ve done in Penang so far, this fell short of our expectations. I’d strongly recommend visiting the top floor and avoiding all the other attractions.

The building stands out and is easy to find though once inside the sign-posting is very poor.
Eventually I found the entrance to the observation deck, only to be sent on a hike back to a hidden ticket office.
Second time lucky and I loved the observation deck, the roof and the skywalk.

You won't be able to just climb to the top floor. The minimum ticket includes visits to several more places: Aquarium, Jurassic Park, TOP Penang Avenue of Adventure. The ticket is not too expensive. Compared to similar places in Europe and the USA, it’s simply cheap. I definitely recommend visiting here. At the very top, you will first walk through a completely glass-enclosed floor with a panoramic view. Those who wish can use the external passage along the bridge behind the windows. With special equipment, of course. And then go out to the upper, open floor. Under the skies. There's definitely no ceiling here. And the glass sides are not so high. You can photograph the city above the glass. There are not very many people at sunset, and it is precisely before sunset that I recommend you come here. The landscapes are amazing. Then sunset and the slow gradual turning on of the illumination and lanterns in the city. Amazingly beautiful! Stay until the sky completely darkens. There is a restaurant on the floor, where you can have a snack.
