This one was single handedly the worst decision in the whole trip. It was not just the worst decision but also life threatning, and this is not exaggeration, I was so afraid for my life that the first thing I did post my return was to file a compliant with the Tourism department regarding the horse riding.
They take 500 for horse riding and 500 for apple farming, and though they claim the horses are trained but they almost always collide with other horses or worse goes off track to eat something with you on their back, the person who should ensure nothing like this happens doesnt care because they are part of a union.
A couple of people fell and were injured badly as the roads are not smooth and mixed with horse poop and water draining the soil. There are no barricades to stop horses from falling off the cliff and there is a tax when you enter which no one tells you when book tickets below, its a complete LOOT AND SCAM in plain simple words

Horse riding is one of the unsafe option here. They are just concerned with there money only and if you question them it is there responsibility to take us safe to the top they are directly refusing that if anything happens to you we are not responsible, even if you die we won’t be responsible. The path is so messy and the horses keeps colliding with other horses and walls at some places. Don’t know why govt is not doing anything and taking some strict action against them or the govt is only concerned with the revenue. Also the guy with which we were travelled have 8 horses what the hell is going on.

The trip to Kufri was the worst decision on my Himachal trip last month. Let me provide one liners and then describe my experience in details.
1. There was no scenic beauty. Only mud mixed with horse poop and extreme fragrance of horse poop.
2. They charge Rs 1000/- per person which one will definitely feel like a loot afterwards. There are other charges for everything you do over there.
4. The horse ride is very dangerous especially while returning downhill.
5. My mother in law fell from the horse and had head and back injury. She is still going through treatment for her back injury.
6. Even though the person who was suppose to take care of safety tried to help but at that moment he himself went helpless and could do nothing.
7. During the months of Feb-March there is not a single leaf on apple trees so no beautiful apple tree view either.
In details:
We never had a plan for Kufri but were driven by numerous suggestion from local tour companies and local drivers. I was with my in-laws and went for a day long sight seeing starting from Naldehra (Kufri was not in our itinerary). We started from Shimla Mall road and from the very beginning out driver started insisting to go to Kufri saying its the best place in Shimla, very beautiful, etc. So we decided to skip Naldehra and went for Kufri. On our way the driver told there will be horses for up and down the hill. He dropped us in front of the counter's of adventure camps. They charged Rs 1000/- per head. 500 for horse ride and 500 for entry to their adventure camp where a zip line ride is complementary. We were 9 persons so end up spending 9k instantly. Now we got our horses and we hopped on them one by one. 3 horses were tied one behind another in a group. There was 1 personal for this group of 3 horses. As we started I could see the extreme muddy trail. Mud at least 1 feet deep and at some places knee length. Its not possible for tourist to trek by foot. On our way up the horses were sometimes going to the very edge and as we were shouting those personnel were pulling the horses or telling us not to worry as its common for horses. But the thing is if one looses balance and falls from the horse then its absolute fatal. I had multiple drops of mud on my jacket and jeans even though I was on horse. Anyway, we reached to the top and got our pics clicked. There is a place above which is barricaded and locals charge 200 per person to go to that spot to see view with binoculars. So the best spot for sight seeing is chargeable. We went ahead to our adventure camp and did zip line. We spent few hours and started returning with disappointment. We saw 2 person who were covered in mud and learnt they had fall from horse back. We had to wait for 2 hours for our horses to arrive. The way down was totally horrible. Its very hard to keep your balance and the horses will find comfort going through the edges. My horse was sometimes brushing with horses coming from opposite and I ended up smashing to unknown persons. At one point my mother-in-law lost balance and shouted. Within a sec she fell on her head. She had head and back injuries and got her jacket ruined. The person tried to help but could do nothing. From talking like hero he became helpless and started feeling guilty. No matter what they talk, they can't do anything to protect you. I too could do nothing rather than holding my horse back at that position. We were very lucky that we were not at any edge when this happened. The owner of the horses was just sorry for what happened at end. I don't understand how anything like this is happening and the police and local government is doing nothing. Maybe they are waiting for something very drastic to happen!

Please avoid the horse riding at all cost. They con you saying the ride is safe and the horses trained. While the horses are trained, the ride is far from being safe. Especially, if you are traveling with a child, avoid horse riding. The road is muddy and has steep inclines. Other horses or riders may run into you hurting your knees. There is nothing to see in Kufri and better to visit other scenic places like the Tara Devi Mandir or Ridge, Hanuman Temple in Shimla. If you are into adventure sports, better go to Manali.
One important thing: the horse-riding agency will con you in buying adventure sports packages and do not fall for this. They will charge you Rs. 1500 for 6 sports and once you reach there, many of these activities are defunct or controlled by locals who don't honour the money you have already paid for and you have to pay again.

Kufri is no longer the same with open meadows and slopes. Now in the name of development attracting tourists, a number of hotels and seemingly a non-ending line of private as well as public transport has made the visit discouraging. A ride on the yak, load-carrier Himalayan animal, may be an attraction for the visitors who may find it interesting.

Do not board the back of a horse unless you really want to, especially with your family and kids. The road is extremely difficult and dangerous, although the horses are extremely well trained. It so happened that today, one parent fell down from the horse along with his two year old daughter and fractured his left arm. The child was also hurt on the head. Please be specific on whether you want to pay for the tour after the horse riding, since there are some adventure facilities, which might be fascinating for some, while it might not worthwhile for others. There is a particular "Sanju Babu adventure wale", who insists on taking the tour and you have to pay a whopping 500 per person, even if you are unwilling to do so. Insist on not paying for the same if you are unwilling to proceed, as you would have to pay (₹500*6persons=₹3,000/-) just like that. It is also (₹500*6persons=₹3000/-) for the horse rides. So, the total costing would be ₹6000/-(₹3000+₹3000). These people are all cheats, as they do not describe how risky and dangerous the horse rides are. They would say that those are pony's and not horses. However, please be careful and think multiple times, before proceeding or going for KUFRI, since the trip is not worth it...

This is an amazing place to visit.
But very expensive if you go for fun activities and rides.
First there is Rs.500 per person horse ride, which will take you to the top of the mountain and bring back.
Then you will be sold full package of Rs.1500 from the same place. You will be sold three things Horse ride - 500, Horse ride plus sight seeing - 1000, horse ride plue sight seeing plus adventure rides - 6 in total - 1500.
Do not buy anything other than the horse ride.
You can pay for the rides after going up @ Rs.200 per ride.
We were 4 people and conned into Paying Rs.5000 when sight seeing was shut and there was only one ride working.
Be wary of local Himachali touts.

I have recently visited to Himachal I loved every thing except Kufri as it is waste of time and money they say you will see various points over there and you need to reach there by riding on horse and believe me it is very risky as one person is looking for6-7 horses at a time and the the horse ride is very risky as it goes on to top of the mountain and there is no safety measures as the area is full of slopes if the horse misses his step you will fall in mountains slopes i literally cried on my journey because of the horror of falling down from the horse and there is no points to see once you reach and also coming back from the points via horse is much horrible experience.

There is no point in visiting Kufri anymore. I have seen dustbins having less trash tham here. This place is absolutely pathetic

Best Part was Rohtang pass n Atal.tunnel awesome experience in snow.Shimla has nothing to offer Kufri was okay horse riding up the hill scary experience very over crowded

I did not find much snow in kufri, I did find some near hip hip hurray park - very little. If you need snow go to manali
1) solang valley (much crowded)
2) Koti - few KM above Solang valley - not crowded and can enjoy a lot. U will find 4-5 feet snow (i was their in march 2019)
