You can park at the Beech Forest parking lot off Race Point Rd if driving. Otherwise, if coming from Ptown on bike, go to the car entrance of Herring Cove Beach, and follow the detour signs farther down the road. There's a small parking lot there, which holds 12-16 cars. You'll find the entrance to the bike path there.

it can be done on bike or foot. When we did it, they had had rains that flooded out a part of the trail. This was not posted. So, we had to get creative in our going around the flooded parts which may have been difficult on a bike. Not sure I would have tried to go through on a bike. If you go on one trail it is twice the length of the other and it is posted at the start. There is not parking along the trails for walkers but if you go to the beginning of the park, there is a ton of parking there and an amphitheater, as well as bathrooms/ drinking fountains (which were not yet working for the season when we were there). check this out the day you go for updates and directions nps.gov/caco/planyourvisit/province-lands-bike-trail.htm

I imagine so. It's about a 4ft wide paved path through the Dunes. Sometimes crosses the road through that runs through the Provincelands. You'd just have to watch for the bikers coming through as you wouldn't necessarily hear them behind you. And unless there is a large group completing a trek, if's a pretty solitary trail.
