Our family grew up in St. Paul, Minnesota in the 1970's and 1980's. We would visit Duluth and the North Shore of Lake Superior three to five times a year. A lot has changed in that much time, so it was interesting seeing Duluth these many years later. The last time I was here was in 2005. The whole row of hotels along the lake didn't exist back in the 70's and 80's. The bridge and the canal seem to be the only things that remained the same. There were a few shops-stress on few-along Canal Park Drive. Now there are lots of them.
The things that are different aren't necessarily bad. Just different. There is a walkway along the lake that is nice. The shops are interesting. The mostly guys showing off their cars in the parking lot was new. A few sculptures have been added, and the Maritime Museum has been redesigned or remodeled. But it was still enjoyable to "take it all in," albeit somewhat nostalgic for me.
Didn't have time for the train museum. If you are into trains, it is one of the premiere ones in the country. It's located on the other side of the freeway from this location.
So...in Duluth, visit Canal Park for the tourist experience, and head across the bridge to see some of the beaches, check out the train museum, or the mansion, or the shops along Superior Street, maybe even visit the rose garden. There is a lot to see and do in Duluth.

We spent a lot of time down at Canal Park. Lots to see. Great restaurants and interesting shops. Friendly service and ample parking. We got to see the lift bridge open. We had no trouble parking but we got there about 10:30 each morning before it got busy so we could have the afternoon free to tour other sights. We loved it and look forward to returning to Duluth. The next time we’d pay more and stay near Canal Park.

Little cold - but worth it if you want to see some big ships. Dress warm! Try to stay close to the actual canal if possible - some hotels will wake you up if there are ships coming into port so you don't miss photo ops!

Spent a nice solo morning here and had a great time strolling around along the water and walking over the bridge.

50 years of showing off Duluth to friends has come to an end. We were in Canal Park shopping and a deranged man was emptying a garbage can. Shouting and he started throwing things and bull rushing a bunch of us so we had to hustle back to avoid being struck. I am a licensed CCW holder and was armed. The last thing I want to be forced to do is defend my wife and other Americans from this guy. Duluth needs to clean up all the homeless as they are loosing vacationing visitors.

Bring your walking shoes and a sweatshirt or jacket, it can get really chilly by the water. This is the first stop we make when visiting Duluth - it’s always a fun to walk down the pier to the light house and back and check out the lift bridge. For a longer visit, eat lunch at one of the restaurants and walk up and down the street checking out the cute shops.

Duluth does this park right! Well constructed, the boardwalk is useful and enjoyable. It is used by a lot of people. Clean, safe and accessible to downtown. Walk on the boardwalk or bike on the pave lane next to it. Great place for a stroll with your loved one or entire family.

Canal Park is right on the lake. It's where one can access the Corp of Engineering Office, the lift bridge, and the small twin lighthouses marking the entrance to the harbor. Restrooms are in the Corp building, and the entrance is free.
Parking is in the Canal Park lot. It's paid by timed spot location with an automated machine that accepts credit cards.
The park offers a large grassy area with benches where one can picnic, kids can chase pigeons, and people can sit and watch the lift bridge.

This has long been our favourite part of Duluth, and we were happy to see it practically unchanged since our last visit (pre-pandemic). It was vibrant, shops and restaurants were open, there were people walking around. It's the best area to stay in, hands down.

Get your Duluth wear here as well as coffee, food and other gifts. Went down there several times during our 5 day stay! Lift bridge is there, Park Point, Caribou Coffee for my new favorite Malted Mocha with Dark Choc and many places pet friendly. VitaPizza woodfired pizza very good also there! Aquarium near by as well as the ship tour

Are masks enforced (encouraged, since a mandate is not a law) in open air places? Such as the bridge, the Lake Walk, Enger Park? Or only when inside? Are most places open for business?

You should where a mask but you do not have to but I advise you to.
Is canal park and all vendors, shops etc open in October and what days are better to come?

I don’t know how many of the places will be open in October but I suspect most of them will be as they are all typical stores in buildings and there are a number of chain hotels there too. As far as best days to visit, we experienced heavier or more congestion on the weekend. But I am unsure of what their policy and store hours will be for Sunday’s and any increase in Covid numbers!

Most parking is either metered or pay lots. However, there are a few restaurants that have free lots and four hotels (Hampton Inn etc.) that allow free parking for guests. And all are within walking distance to where the "action" is.

Someone shared with us that there seems to be a great deal more large ship traffic this summer. Is that correct and if so is there any particular day that would be better to visit?

I don't believe that Tall Ships Duluth is an event held every year, it seems that it is every 2-3 years on the Great Lakes. Duluth was 2013, and 2016.

As GoldenMom said, the Neptune statue is no longer there, but there are many statues on canal park. Most are located right along Canal Park Drive. One is the Fountain of the Wind, on the corner of Canal Park Drive and Buchanan Street - opposite Little Angie's Cantina and the DeWitt Seitz Building (one of my favorite places!) This statue is in a pool with stepping stones that young and old alike can walk across.
If you go, I hope you enjoy this wonderful area!
