Do your research before hiking. We... Did not. The views are breathtaking (as are the stairways). The trail is rugged to travel and can be very narrow (and dangerous) in many places. Experienced hikers should do fine. Overweight older gentlemen like myself should think twice.
We were expecting a Watkins Glen style hike where you could hike down and walk a slopping roadway back to the top. No such luck. You go down 400+ stairs and you will have to come back up the same-ish amount.
To be fair. We entered at the stairs to the right of the pullover parking area and walked only until we found the next set of stairs. The trail goes farther and could get easier... But at that point, we weren't talking any chances.
NOT FOR BEGINNERS.

Was not sure about this area but I followed the steps down, down, down...winding steps....takes you to a nice trail following the river. As I made my way back up, I saw a snake!! It scurried off, thankfully, as I huffed and puffed my way back up.

A pull off with limited parking, this state park seems to have a canyon side trail and an overlook but is lacking is size. The primary overlook mostly shows concrete structures, the overlook at Whirpool State Park upstream was much more interesting to me. This location is easy to find and convenient to check out. Free to enter, stay longer if you want or move on with no loss.

I'm a nature lover and this place is beautiful with an amazing view of the lake. We went like at 6:30pm and there was hardly anyone there. We started going down the stairs ( and they were endless and a bit steep) it took us 20m min give or take to get to the cave. On our way back we conted over 400 stairs. There is parking and everything is well maintained. Watch your step and enjoy the view.

Good view of the river with power stations but this is only a glimpse of waht awaits when you come to see the falls

On a hot day we found the park a nice connection hike with shade and breeze along the gorge. This stop is in between the free Discover Niagara shuttle so either drive to this park or be aware there is another .5-1 mile hike to the shuttle stop

Spent about 1 hour here in May after seeing that Whirlpool State Park didn't have alot to offer.
We took the stairs/climb down, It was steep. It is relatively flat at bottom and there is some scenic views there. Not crowded when we went.

Where to begin...
First of all, Devil's Hole is a cave, a 20 minute hike (not walk) from a decline of over 400 stairsteps. It is not marked, we almost missed it, but my 8 year old said, "Hey Mommy! The air smells different here." I stopped walking and looked over and saw the entrance. The trail's final destination is the Whirlpool (that you can view from above at the Whirlpool State Park), which is about 4 1/2 miles and 12 flights of stairs (according to my daughter's phone) round trip. It took us 2.5-3 hours to do the whole thing.
So our tips: Just visit the cave. It is cool and damp and has a beautiful view of the water. (This part of the hike would have probably gotten 4-5 stars.) Don't take young children all the way to the rapids, unless they are used to rough, long hikes. Wear hiking shoes whichever place you are going. Take water and then pack more water in your vehicle and take sunscreen and sunhats (possibly bug screen depending on the time of your visit, we didn't need it even on a sultry, July day.).
Warnings: This hike is not for the faint of heart or anyone with any kind of mobility issues. It is strenuous and not for those that are just sightseeing. I'd hate to see someone getting hurt down there. Even twisting an ankle would make for a desperately, miserable return trip. The trails is dirt, rock, stone, and roots. There are falling rocks and trees. As we were making our staircase ascent, a tree (that's what it sounded like anyway) fell from its perch and tumbled down taking large rocks with it and a shower of smaller stones. There were a few panicked minutes when we checked to be sure all were safe in our party and then checking to see if anyone was hurt somewhere else. If you insist on going alone, be sure you've told someone ahead of time where you are going, so they can check in with you. Of course, you aren't supposed to get in the water, but some were anyway in a little pocket that was inset in the rock. Best of luck to those that try it. I'm not sure if there is a fine for that.
We had planned originally to visit Fort Niagara after a short 1 mile hike (as the sign has posted); however, we were so physically exhausted, burning up with the heat and parched with thirst, we guzzled water and headed to the pool to swim instead. I either didn't read the right reviews on this stop or missed the ones that would have prepared us adequately. But I don't think we were the only ones not properly informed. Some folks asked us on our way back how much farther they had when they were only a half hour along.
One gentleman said there was another cave partway down the stairs that you could double around to see as well. So that might be one you'd like, but there was no way we were getting to that one. And people leave walking sticks for others to take with them, at the top of the stairs.

We by chance found this when searching ideas for the 2 days we had to do around Niagara Falls. It went hand in hand with seeing the falls. A different aspect of the River flow through this area.

Does anyone know about how long it takes to hike the 2.5 mile devil’s hole trail loop? Approximate?

Depends on your pace, agility, and stamina. From Devil's Hole go down the steps turn left at the bottom. From there it's 1 mile to Whirpool steps. Climb up turn left at the top then follow the upper rim back to Devil's Hole. I did it in 30 minutes in April but there wasn't very many folks for obstacles just rocks. There was a foul smoker whilst I was running the steps. The smoke filled the air all the way to the top. It was down right awful.
