This is a really sad place to go knowing how many fish fail to navigate its ladder, and how many issues this dam has. Do not support the rich, do not go here and make sure to contact your legislators to get rid of this damn.

I enjoyed my day at the Winchester dam and surrounding area. There were plenty of places to walk to along the river. It is a great spot to do some fishing or if you are into radio controlled boats the area above the dam is excellent. The river is wide at the point just above the dam and because of the dam the water tends to be rather calm. Also, the entire area of water just above the dam is completely visible from either side of the river. There is a fish ladder for any fish that are trying to go upstream. I hear of people that want the dam removed so fish will be able to go further upstream. I find that interesting because there aren’t any fish trying to get past the dam to spawn. The dam has been in place for well over 100 years so any fish that were born above the dam died long ago. Since fish (salmon) try to return to the place of their birth when spawning the dam is not impeding the journey of any fish because none of the fish alive today have ever been above the dam. The reason for that is because in previous years (just as the anti-dam people say) the fish couldn’t get past the dam to lay their eggs. So the fish that were spawning laid their eggs below the dam. So in the years that followed the spawning fish went to the place of their birth, below the dam. As for the possibility of the dam failing and causing damage to anyone down stream it’s a non sequitur. The area immediately below the dam and down river for quite a distance contains nothing do be damaged. Also, for about 1/2 - 3/4 of a mile below the dam the area is wide and deep enough to handle the influx of water that would flow there if the rather small dam failed. To add to that conclusion any water that would come from the dam failing would not be across the entirety of the dam, rather it would only be pouring out from whatever spot had failed. The concept of the entire dam failing all at once is so small as to be almost impossible.
The dam creates an area of water that is large enough for people to use for all sorts of activities like fishing, swimming, and boating just to name a few. For those reasons plus it helps in flood control, we need to keep the dam. Besides, removing it isn’t going to cause thousands of fish to suddenly appear and head up river to spawn. As I stated previously the fish haven’t spawned above the dam in over 100 years so none of the fish alive today are trying to go up river to spawn since they were all born below the dam.

If people really understood this 100+ year old dam, they wouldn't be so excited about the fish ladder. The decaying dam impedes fish migration and spawning even with the "fish ladder." This ladder is inadequate for fish travel. This dam is obsolete serving no purpose than creating a pool above the dam for recreational boating. Oregon Fish and Wildlife list this dam as the 2nd highest priority for fish passage improvement in the state. Winchester Dam is regarded as a "high hazard" by the Oregon Dept. Of Water Resources because of poor condition and it's possible failure with disastrous consequences to occupants directly downstream. This dam needs to be removed!

If you're traveling on the I-5, it's worth the short detour to see the Winchester dam and fish ladder. It's a chance to stretch your legs and see something interesting. There is not a lot of signage; it's at exit 129 when going north.
There's a small parking lot and a short path to the stairs leading to the fish ladder. Stairs are a bit steep so not recommended for those with mobility issues.
There are signs with fish counts, images of fish to help identify what you see, an explanation of the fish ladder, and info on the local area.
Inside the fish ladder are 3 or 4 windows--if no fish are inside, be patient. We waited a few minutes and a bunch of fish came through. We saw some salmon as well as other smaller fish. It's fun to see them swimming up stream.
No services or bathrooms, but still a worthwhile stop to stretch your legs when traveling along the 5. Probably a 15 - 20 minute diversion.

The fish ladder is where the salmon travel safely upstream to migrate. You have to take a short trail and go down, quite a few steps to get to it. The ladder is free viewing and interesting for all ages

Anyone visiting here needs to go. Hard to imagine a "fish ladder" if you don't know, but we've been there when the viewing window is full of large salmon.

We happened to see the sign for the "Fish Viewing Area" as we were passing the exit. I did a quick Google and saw that it was a fish ladder. With the very good TripAdvisor reviews it convinced us to stop. It's a great learning experience for adults and kids. It's very well maintained although the fish counts are no longer being kept up to date do to budgetary cuts. The salmon were not running.. Wrong time of the season I guess? We did see a lot of very small fish swimming around. There are enough signs explaining what happens and it's easy to explain to the kids.
I highly recommend stopping by if you have a few minutes, want to walk a little and have a curious mind.

The dam is located on old highway 99, north of Roseburg and accessed via exit 129 off I-5. There is a large parking lot. There are pathways that lead to the highway 99 bridge, for a nice overview of the dam, or down to the fish observation area. The pathway to the bridge is handicap accessible but the fish viewing area is down a stairway. There are many informational displays located around this area.

This is a real neat quick stop just off I-5 it will only take a few minutes and is worth it, sometimes there are no fish but when you catch them running it is fantastic, This time nothing was running but we did see lizards on the steps on the way down and a big blue crane flew over the dam. Simply beautiful. Also the view of the Winchester bridge is beautiful well worth the couple minutes it takes to drop in. Do beware that there are lots of stairs .At the bottom of the stairs is a fish viewing window very cool.

This Historic place was built in the 1890's and is worth a short stop off exit 129 on the I-5 when traveling thru Oregon. It's easy to miss coming from the north as there is just a "fish viewing" sign on the left with a small parking lot (but room for RV's and big rigs) in view. It isn't until you cross the river that you realize you've missed it !!
There are many steep stairs down to access the areas to see the ladders and the underground viewing area, And there is the climb back up and no bathrooms. (but there is one around the corner at the Dam Lounge!)
At the end of July, there were only a handful of small (steelhead said a local visitor) trying to climb the ladder. They said it is spectacular in May and in the fall (?) when at it's peak.
However, If you are going near Portland and the I-5 & I-84 area, do visit the Bonneville Fish Ladder there. It is awesome.
