As for the restaurant being busy, this is entirely natural for a large all-inclusive property and guests who prefer a quieter dining experience are advised to avoid the rush times in the restaurant. Using breakfast as an example, it is expected that the restaurants will be particularly busy from about 8:30 to 10:00. Before 8:30 am they work at close to 60% capacity thus making for a much quieter meal.
